Planning Consultees

The Parish Council are often accused of passing planning applications which residents do not feel are acceptable. This is not the case. The ultimate decision over whether a planning applicaiton is approved of rejected is with the planning authority - Hinckley and Bosworth Borough Council. They will use planning policies to determine an applicaiton. The parish councl are consultees who along with others will point out considerations, and observations, but the Borough make the final decision

Our collective Role

As patrons of the village of Nailstone we are all stakeholders, guardians of the past, present and the future. Many generations have lived within our village, each leaving a mark in its history whether it be planting a tree, or building a new home and therefore this makes us accountable for change, positive or negative.

Conservation Area

Through the investment of fellows of this community large parts the historical assets within the village are captured and protected under our conservation policy and therefore change is managed and influenced by third parties and specialist planning teams. However, this policy does not rule out development or change it merely identifies important historical assets of the village, the street scene, or the landscape visual impact.

The governing and guiding policies

The National Planning Policy Framework (NPPF) forms a foundation for national planning standards and unifies local planning decisions. Our local planning office is Hinckley and Bosworth Borough Council and their role is to identify assess and manage local needs. These needs are orientated about the boroughs housing requirements considering where best to allocate homes in line with existing community services and infrastructure. The local planning team receive applications from change of use, extensions, alternations new build for all sectors, housing through to commercial and industrial. If these applications are to have any impact on Nailstone Village boundary then the parish council are consulted.

Your Parish Councils Voice

As a local Parish Councilor I hope to bring relevant experience as a former Architect, constructor and current housing developer. As a patron to the village the role appointed by the chairman of the Parish Council is to review all applications against NPPF and align this with features and assets of our village. To consider the impacts the development or change this will have on our views, landscapes, historic buildings, roads, schools and infrastructure. The change could be positive or negative, however my appointed role is to present the facts of the application, align with statutory and local needs and present back to our fellow Parish and Borough Councilors. Together we debate the facts, consult internally and externally before we decide if the application will receive our support or refusal. Our voice represents the interests of our village and ensures that applications bring tangible benefits and consideration for impact.

Accounting for decisions

Each of these applications has brought common and unique challenges, however our local knowledge has enabled us apply planning policy in a sympathetic and pragmatic application. Key arguments have been:

  • Understanding and protection of the village boundary
  • The importance of our conservation areas
  • Landscape visual impacts and the protection of important views
  • Highway safety and impact assessments
  • Protection and conservation of our historic assets and listed buildings
  • Noise and light pollution created from urbanisation of our landscapes.
  • Rebuild of important structures rather than refurbishment and the loss of key assets.
  • Protection of our natural ecology and archaeology
  • The impacts of regeneration of our former coal mining legacy
  • Seeking out the benefit of development in our village and community
  • Economic and well being from local enterprise and employment

It is encouraging to hear that the recommendations and proposals from this Parish council are generally unified by the responses of our Borough Council planning and monitoring services. This endorses our knowledge and interpretation of policy and application to our local plan.

Neighbourhood Plan

As our Borough housing needs increase year on year many villages are asked to share the allocations and many Parish Councils elect to form a Neighbourhood plan, this is detailed assessment of village needs, to identify important green open spaces, conserve heritage and landscapes and identify sites where development and improvement would be more welcome. This plan forms a framework for planning review, to shape future planning needs and ultimately be consulted in how our village evolves, develops, and matures for future generations. The investment in time and resources to undertake this piece of work is not to be underestimated and would benefit from enthusiastic and committed members of the village to help deliver this road map. We have already sort advice from a planning consultant who had advised our adjacent villages and over the coming 12 months we will update you on how we intend to progress this plan.

Your Parish council is an elected body of volunteers who are here to represent your village and when planning matters are considered whether it be a simple extension, conversion, or aspirations for a self build, then I am happy to listen and advise and also present to your fellow Councillors for comment and support if required.

Final Remarks

The history of Nailstone, its strong ties and reliance to coal mining and supporting a farming fraternity is the essence of our history, we should be proud of our legacy the future of Nailstone is now within our hands let us nurture and protect our legacy.
